Certification of books and magazines

Certification of books in the Russian Federation is a mandatory procedure only for products intended for use by children. You can receive a document confirming the conformity of printed materials to quality and safety on a voluntary basis. It is carried out in the GOST R system. Manufacturers or sellers of products can draw up a document.

At present, the previous understanding of the book as a non-periodical printed publication consisting of discarded paper sheets is seriously outdated. With the advent of the Internet, print media acquired an electronic version. Audio books are very popular among literature lovers.

In the Russian Federation and the Customs Union, uniform requirements apply to the quality and safety of books. The existing classification divides books:

  • by subject;
  • by age audience;
  • according to the form of execution.

Mandatory certification applies to books intended for children. The list of requirements for such literature is determined by the Ministry of Health.

Certification of children's books and magazines

Obligatory certification of children's books and magazines is carried out in accordance with the requirements of the regulations of TR CU 007/2011 and TR CU 008/2011. This procedure applies to all printing products that are intended for children. The exception is teaching and training aids.

The correct classification of books is necessary to accurately determine what type of certification should be carried out in relation to them. Among the requirements for children's books on TR CU 007/2011:

  • Font size;
  • Space between characters;
  • Optical density of the background;
  • Paper quality.

An important safety indicator for children's books is the presence of harmful chemicals that can be found in paper and inks used for printing. Certification of children's books can be carried out according to schemes 1C and 2C.

EBook Certification

A relatively new type of book, widely used. The list of quality and safety requirements for them is defined in the Decision of the Commission of the Customs Union No. 768, which was adopted in 2011. They differ from the requirements related to print media and contain mandatory conditions for the use and disposal of low-voltage equipment. E-books, as well as children's printing products, are subject to mandatory certification.

Features certification books

The determination of the quality and safety of books is carried out in accordance with a number of regulations. Among them:

  • TR CU 007/2011;
  • TR CU 008/2011;
  • TR CU 004/2011;
  • Decision of the Commission of the Customs Union No. 299 of 05/28/2010;
  • Decree No. 982 of December 1, 2009.

To sell books on the territory of the Russian Federation that are not subject to mandatory certification, it is enough to have a letter of exemption. It is drawn up at accredited standardization centers. Voluntary certification of books is carried out for their promotion through public procurement channels.

For textbooks and manuals of preschool educational institutions, state budgetary educational institutions and universities, as well as books and magazines intended for children, it is necessary to draw up:

  • SGR;
  • Expert sanitary conclusion of Rospotrebnadzor;
  • Mandatory declaration of conformity;
  • Voluntary certificate.

Previously, instead of an expert sanitary certificate, a sanitary certificate was issued. The presence of a certificate provides the ability to supply products for export.

Types of Book Editions

Definitions of types of book publications, terms and definitions used in book publishing are contained in GOST 7.60-2003. The regulation was adopted in 2004 goal. According to this standard, all books are divided into types:

  • by frequency;
  • the composition of the main text;
  • for the intended purpose, etc.

The list of requirements for printed products depends on the type of publications.

What qualities of books are checked during certification?

Many of the requirements for books are established by the Ministry of Health. Textbooks, books for children and adolescents are made in compliance with sanitary standards. They must receive a special opinion on compliance with the sanitary norms of the vehicle. With voluntary certification, the applicant can determine the indicators that need to be checked for compliance.

Among these indicators:

  • decor;
  • quality of flight and paper, etc.

Research on e-books is carried out in special laboratories. Such products are checked for:

  • the level of protection of books from the effects of electric current;
  • mechanical wear resistance, etc.

All e-books must be specially labeled.
