Declaration of Conformity for Disinfectants
Disinfectants belong to the category of substances that can be dangerous to humans. Their certification is carried out in Russia in the form of a declaration. This declaration is required.
The existing product standardization procedure provides for the mandatory presence of two mandatory documents for disinfectants - a declaration of conformity according to the GOST R system and a special certificate of state registration . Currently, the relevant regulations of the TS have not yet been adopted.
A certificate of registration can be issued only after laboratory tests and safety tests. The results obtained during the checks are recorded in the expert opinion. On its basis, Rospotrebnadzor decides to issue a certificate of state registration.
Certificates of disinfectants can be carried out immediately after the declaration of conformity is issued. It is issued to the manufacturer or seller. Registration of declarations and certificates is carried out in accordance with Government Decree No. 982 of 2009.
Types of disinfectants
According to Decree No. 982 , all disinfectants are subdivided for certification purposes into two large groups - household products and medical institutions. In turn, they are divided into disinfectants for cleaning, cleaning, against insects and rodents, as well as for sterilization and other purposes.
According to their chemical composition, disinfectants are divided into: halide and guanide containing, based on oxygen, aldehydes, alcohol and phenol. Substances intended for medical institutions may be based on organic acids.
Disinfectants produced by the industry are divided into 4 hazard classes. This determines their scope. The first hazard class includes agents with a high degree of toxicity. They are used in exceptional cases only in special protective suits and in open areas. These funds can not be used in medical institutions.
The second class combines highly hazardous agents. They are forbidden to be used in children's and medical institutions, as well as in food production and catering. Use the means of this group in personal protective equipment, after carrying out work the premises are aired.
A third class of disinfectants is considered moderately hazardous. Processing can be carried out in any rooms, but after its implementation they need to be aired. Without limitation, disinfectants of hazard class 4 are used everywhere.
Obtaining SGR for disinfectants
SGR is a binding document that is valid on the territory of the Customs Union. It confirms the conformity of products to the regulations of the vehicle and its safety. Until 2010, SEZ was issued instead of the SGR. SGR is issued indefinitely. One document can be issued for several types of products, if they are issued according to uniform technical requirements.
Conventionally, all products are divided into simple and complex. The price of registration of the SGR depends on its type. The deadline for receiving the document is limited to 7 days. All documents are entered in the Unified Register. SGR is drawn up on a special form on which the number of the Expert Opinion is registered.
Documents required for registration
The package of documents required to obtain the SGR, certificates or declarations includes notarized copies of all constituent documents and certificates of the manufacturer or seller, as well as confirming state registration and tax registration. Among the documents are technical documentation for the production, conclusion of the examination and contract related to production activities.
